I'm sure C1 is better than virtually any role at IBM but C1 product managers are 80%+ just project managers here, very few pure product managers

See it being the same if not worse, as in less actual product management.

It is about location too. Raleigh will be cheaper compared to DC area
Depends on what’s most important to you. Your WLB at IBM will be better than any other product org out there (like ever). I’m not kidding… I’m leaving IBM very soon, but will miss the WLB. IBM won’t raise your TC for a while, but you will get a lot of PM recruiters reaching out to you for technical (higher comp) roles than you would at C1, depending on the team. IBM is industry agnostic and it’s easy to get a Platform PM role out of IBM, which is applicable to virtually any PM organization. So career flexibility gets a +1 on IBM. C1 is well reputed, but it’s not like a HUGE difference. When recruiting for future roles, though… especially if you want to go to a company with <5k employees, be ready to be doubted that you can move quickly if you go with IBM. So it’s really up to you to prove that you can succeed in a startup, fast paced env if that’s the type of company you want to be with after
TC per cost of living, Raleigh offer is better than DC offer.
