Our process feels ambiguous here. Always feels like a cart and horse conversation. What appears to work best for me is aligning on the desired user experience (higher level), having UX create mock ups, then refining with the devs. they ask and poke any holes, raise any edge cases that come to mind which you may take into account or discard as unimportant
