Project Management Tool for PMO in the land of JIRA Agile?

Looking for a solid solution for a company with a PMO org. Any recommendations? FACTS: Not in Amazon but an online retailer software company with 200+ engineers and growing heavily invested into in-house technology to support online site, mobile, logistics operations , etc. is looking for a solid Project Management solution that ideally extends/integrates with JIRA (for single data source of truth in sync) or can be separate. Tens of teams are structured based on a combination of skills set (web, ios, Android, backend , etc.) and/or functional areas. Agile Scrum is our methodology. JIRA is great for day-to-day collaboration and reporting on Stories, Bugs, Sprints, Kanban , etc. CHALLENGES: Our implementation of JIRA (I think called JIRA Agile) seems basic and doesn’t support PMO Projects health - need to be tracking large features/initiatives that span across multiple teams with dependencies. It seems to be lacking overall project structure and hierarchy for PMO to surface info to the top on all sort of initiatives and how they relate to each other. No clarity on timelines commitments and progress against the committed timelines. Resource capacity and demand management for allocation and scheduling Risks and mitigation not being tracked
