I am nearing one year at google with “Transformative Impact” rating (top rating) . I was clearly low balled(L3) when I was hired and see myself a level up. I spoke to my manager and he agrees I am a L4, but mentioned tenure is too less for a promotion. What can I do to expedite my promotion? Leaving is how you get promoted. Other companies will be happy to offer you the equivalent of senior or even staff, depending on company tier, with 1 yoe from Google.

I hate this situation. In cases like this, tenure shouldn’t even be a consideration and the recruiting team who under leveled you should be dinged. Unfortunately, the only thing can do is leave (and boomerang if you like Google)
Talk to manager about going up for promo in next cycle (6mo). At L3, manager has lots of weight in the process. Out of band promo (not aligned with the cycle) is exceedingly rare, but the cycles are every 6 mo so you don't have to wait too long. That said, getting T rating and not promoted at L3 seems.. unlikely.
Tenure shouldn’t matter but unfortunately you’re considered a Noogler for the first year no matter what and they discount it when considering for promo.
You unfortunately need to make peace with your level or leave.

Unlikely they would be able to do that. They can’t raise you outside the band.
Most likely no. A good rule of thumb, is to never accept a counter offer. Unfortunately a lot of managers upon finding out you are getting offers elsewhere immediately place you in the "flight risk bucket" and use a counter offer as a means to buy time while they search for your replacement. Best bet is to get an offer elsewhere, if it's right, take it and put in your two weeks, during which you should solely be doing a knowledge transfer (no new development or even finishing the development you were working on) and any requests to do new work should be rejected as you won't be around to fix issues should they arise. Doing any new work sets you up to be thrown under the bus by colleagues after you who can "blame the guy who left for crappy code." Your job in this situation is to handoff work, offload tasks so that you finish with nothing on your plate.

Tenure isn't really a problem, it's are you capable of operating at the next level. With a T there's a good chance that you are. L3 to L4 promo is relatively light weight. Press your manager on the promo. It may be too late for the Mar cycle, so prep for Sep. I have an L3 with similar tenure and am going to try for promo next month and if that's not successful for the next cycle.
Quit. Googles promo process is all kafasque. If you don't get promoted in 4 years it will only get harder.
Leave. Honestly there's nothing you can do apart from continuing to excel at your job and pushing your manager.
This, your leverage is to leave and get a position elsewhere. Walk with G on your resume and get that promo via an external offer and take it. Your manager making the tenure argument is weak. It means they aren't willing to go to bat for you and push for an exception. If you accept your managers answer and are willing to be strung along, it signals to your manager you will always be willing to be strung along.
