Employers model their pay scales based on the following factor. 1. For laterial hires, the bare minimum they need to pay to convince the lateral hires to jump ships. Given the hype Googler's have created about their work culture, free food, fancy office perks, lateral hires get convinced to have that brand and comfort in exchange of the pay cut. This will eventually dilute as Google is gradually becoming a shit tier company given the current product vision and work environment. 2. For internal employees, Google understands that most of their employees have 0 transferrable skills to land on a job outside in this tough market and no matter how much they whine publicly on Blind, they will still take that pay and deliver their work to avoid getting PIPed. Both the aspects work quite well for them no matter how low they pay compared to the industry.

It's true. Companies like PayPal, oracle, are easily beating Google L4 with their SDE 2 offers by a good margin. Pre-covid, their SDE2 couldn't even beat Google L3
