Top-tier foreign engineers already work in the US. Whether they’re remote or in an office doesn’t matter. Most companies give a 5-15% haircut to remote workers in country. We’ve figured out that this isn’t a huge deal. (My Stripe pay is cut 10% because I’m remote. I still make out nicely due to zero income tax at state and local level.)
Where do you live?
First, even remote work is limited. You can't work from anywhere since there are tax implications. Second, most of the big tech companies have already offices all over the world. Nothing would have prevented them from leveraging those workers even before Covid hit. However, as you may guess those companies still choose to have the majority of their workforce local (USA).

Already happening. Fine the Leetcode overlords here may not see it, but entry level IT jobs have been gutted and sent overseas with questionable results.
