RTO in tier 3 cities

I recently got contacted by four different recruiters trying to fill positions in tier 3 cities with required days in office Credit Karma - Charlotte, NC FiServ - Milwaukee, Wis Podium - Lehi Utah Target - Minneapolis, mn I can kind of understand the request of RTO in NYC and SF, maybe even LA and Seattle, but how can any leadership expect to acquire real talent in the middle of nowhere? These companies aren’t paying FAANG salary either. Can cost of living reduction justify leaving tech centers of the United States? Seems like a losing strategy that will keep 10x people out of your company.
