Is it ok to rant about your ex manager during your exit interview. Do the HR in Amazon actually pay heed to it? It's not work related but tilting towards harrasment. P.S: This has nothing to do with my performance. Also I will be needing a letter of employment from them later for my Green card application and dont want this to be an issue.

Continuous feedback is the best way to provide feedback. Feedback at the time of exit is usually attributed to sour grapes, or even if considered genuine could strain existing professional relationships that you may want to maintain.
Try to communicate what you need to without getting hysterical. I'd hope they'd take the info professionally

I personally wouldn’t. I would just lay out what I have to say as concerns and communicate them diplomatically. It sounds like there’s something that needs to be said and a diplomatic approach would work best.

There is no upside to saying anything in an exit interview. However people do gossip so your rant can easily haunt you. Shake the dust off your feet and just leave.
