In February, I rejected an offer from PWC to join Uber. In May, my ride at Uber ended abruptly. Is it seen as less favored if I apply to PWC again? Is there a backlash if someone rejects an offer but wants to come back after a few months? Edit: applications sent #consulting #offer #layoff

Agreed, that you have nothing to lose. First start with the group that gave you the offer and see if they are still hiring / interested. PWC is such a huge company you can go for another group and they likely wont have visibility into the other situation.

Meh if they have an opening and are accepting applications, I doubt there would be any backlash. And if you're applying for a different group or different location, they may not even have visibility to the prior offer (maybe they do, not sure). I was once rejected at application screening for one group at PwC but was reached out by another group (in the same line of service) within a week that led to interviews and eventual job offer. External hiring jobs are scarce right now in PwC, but if you find something you like, go ahead and apply! Like said before, contact the people you were already talking to, every contact helps. Specially in HR. Good luck!
