I am thinking about relocating from USA to India to be closer to aging parents and extended family. In this job market, I am a bit worried about moving there without a job. My current company is not supportive of the move. If I apply to roles in India now before relocating, will I get interview calls? Trying to understand if hiring managers give a chance to folks outside India or not when applied. Want to be closer to family. My parents are not educated and not very good at looking after themselves. So, want to be there for them.

Yes you can apply for India postions from US. However Be very specific and explicitly call out your decision to move to India in your resume as a one liner. Ofcourse the date of move and the period should match the hiring team expectation.
I have applied before and I did not get any responses. I was contacted one time by someone based in bangalore, but did not want to pursue it at the time. Other than that thin chances. Suggestion would be to use a referral, much easier to get interviews.
Some companies allow interviews for India positions to take place with their US counterpart face to face. Checkout companies who have presence in US and India.
