Senator Paul had blocked it in July to make place for hospital nurses. I think they agreed to make space for 5000. Senator Perdue has expressed support but he needs some clarification of the language of the bill. I think they are going to discuss it again this week.

It's an attempt by temporary Indian workers in the US, to change the immigration laws, so only they can get employment based green cards in the next decade and no candidates from other countries. That would also drive the IT wages down. India has abused and overused the H1b (temp work visa) for over a decade, in the process creating a huge queue for themselves. They're now trying to transfer their queue to everyone else. Indians are often in the news about committed immigration fraud.
