In Germany I was offered senior level position with good salaries as compared to fresh MSc in Germany, on other side a hiring manager in USA told that a PhD is counted just like an NCG in US so I should not expect higher salaries. High salary maybe yes depending on the role, company and your bargain power. Mid-senior level, no. Unless you have had work experience before.
I also sensed that in USA getting mid-senior level is difficult but in EU it's damn easy. Got an offer for manager level position in Bosch and AMD Germany right after PhD with no experience but want to stay in USA.
You choose. If you want to be a manager, maybe you should go to Germany. If you want to stay in the USA, then take offers from the USA. These offers are not really comparable as they are more of a lifestyle choices, so don't overplay your hand. Try to get another offer somewhere from the US. This might help
Did you misspel 401k? That is not money but the name of a retirement account. You can always try the US and go back to Germany later. Phoenix is very liveable expense wise.

Design jobs are always better than manufacturing in growth prospects and money.
Many companies count MS and PhD for experience. Usually MS = 1-2 yoe, PhD = 3-5 yoe. That being said, they'll pay you lower than someone who actually has that yoe in industry but still more than an undergrad

It depends on the PhD. If in AI/ML one can get an excellent comp. Biology - probably not so much. An engineering PhD gets about the same maybe a little more than MS. A bit more than BS. At the end, it is still considered fresh out of school with no experience and so is the comp.
