Is it normal for recruiters to ask expected salary before hiring committee meeting .How do u handle?

Make the other side offer a number first. You end up with higher number.
Discuss numbers when they have the intent to extend an offer. Throw a big number and let them figure it out.
I think u have to ask more. Once offered they don’t change
Just give the recruiter a big number (but not something outrageous.) Comp committee will come back with what they actually want to pay you

Yes it is normal. This let's them know if moving you forward is worth everyone's time, including yours. If you want higher than they can offer then no need to continue conversations. Be honest with what you need and go from there.
