For MTS that’s right down the line median or maybe slightly higher for Bellevue. MTS with 4 YOE could be considered an underlevel, depending on the quality of your experience.

That sounds very close to the mean or median. You can negotiate the offer but it's harder to negotiate a level higher IMO.
