In Microsoft, is it possible that when an offer is made, different total comps are offered for the same role and same level (example, Sr PM L64) if the hiring managers have different budgets. One of the hiring managers is at 64, the other one is a Principal. Can compensation cary substantially for the same role depending on the team?

From what the OP stated, an L64 is a Sr in the core engineering teams but a L64 is a principle title in IT Depg and other non core engr teams. The comp will be different between these parts of the company. OP, what is the difference between these offers?
