What's with all the whining that hardware salaries are not as high as software. This is as high as a SWE would get with 4.5yoe. Infact beats lots of SWE salaries.
I would think twice before joining Asian company WLB is dependent on group lot of people have left recently. Also Korea can cut and run anytime they want . They have done that before . The whole org runs on whims of one person
All the team sits in California and Texas. Sacking happens in US companies too. That’s how the business go. Intel, QC to name few in hardware recently. Are you saying, the WLB in Samsung US is bad?
Samsung is notorious for sacking entire teams at the blink of an eye. Apple on the other hand is much more stable. Also I can’t think highly of the quality of work at Samsung. They sacked the CPU team and now using stock ARM cores. They are collaborating with AMD on the GPUs. So, I would think twice before joining Samsung. Lot of other companies which have better potential are hiring (MS, Google, Meta). Try them if you really don’t want to stay at Apple.
Does Samsung offer any kind of refresher? What will happen to the cliff after 3/4 years?
If you are planning to stay 1or 2 years then Samsung offer is good money wise

There is no concept of refresher. It is fixed cash per year for 4 years.
