3+ years experience and my base at Google is 19lpa. I was lowballed like anything. Congrats for these offers.
Intel is a slightly better choice, considering the upper management in Samsung is known to be slightly racist towards Indians (2 of my friends confirmed). Also Intel is a good starting point for a semiconductor career. You can explore a bit without having huge pressure on your shoulders.

Am sure, Intel will match up the Samsung offer and will give 30 LPA. It's really a great time to join Intel. I won't recommend to join Samsung. 1. Most of user manual in Korean 2. No WFH policy 3. No laptop to employees 4. Treated like labours on time entry/exit
Agree on all of the points listed by you. Can you explain what do you mean by “it’s really great time to join Intel”. Is there something interesting after Pat took over as CEO?
1. True 2. Not really, we were WFH throughout the pandemic, though we’re anticipating a hybrid 2day wfh/3day office starting next year. 3. Not true, we do get laptops, and you can personally request for the best spec laptop. 4. Not true, it’s team dependent. My WLB is fantastic.

Considering your YoE both companies are offering good base salary. Intel’s RSU grant is standard, so can’t negotiate there. You can negotiate on joining bonus + relocation etc, Intel should increase it. Go for Intel rather than Samsung for better work culture.
