Second attempt to google - messy situation at the manager level always

Attempted for a test engineer position in August 2023. All the rounds are done. Hiring committee is done. Salary discussion is done. After this, HR called me saying that she gave that role to somebody else. She is trying to reach out to another managers now. Why to discuss the salary and now to check for the manager? She didn’t even get back to me with what works and what doesn’t work. For this process it took 6 months. Same happened in 2021 as well for me. This role is in India, Google nest. Looking out for senior SDET positions.
