What is the difference between the software engineer at ServiceNow and the ServiceNow developers outside of ServiceNow. I am a new hire and it seems that I am just working on building ServiceNow applications.

It’s the same even if you work at other SaaS/b2b companies, I think. For the second one, you may work on customization, configuration or integration for your company who might use ServiceNow. If you work at ServiceNow you’ll enhance and expand the capability on its core platform which will be used by all kinds of companies

The 1st group is to develop SaaS and PaaS the 2nd group is the user of PaaS of ServiceNow.
Idk your team/background but you would be making API/SDK and devs outside would consume these API/SDK and integrate their platform with ServiceNow.
