Does your office routinely send out shamey messages about how everyone needs to do their part by cleaning out the fridge, doing dishes etc.? Not that I'm against this concept by any means, but I don't ever recall working at a company where this was such a regular and ongoing issue. I'm sure we had some Messy Marvins at my last company as well but I'm struggling to recall how we dealt with them.
MS just has a reminder on when the fridge will be cleaned, so people are not surprised if their things were thrown away.

Get these emails once a quarter. People are slobs and can't clean up after themselves. Spills in the fridge or microwave...why clean it when the next person can do it is apparently the mentality. My company has a free coffee bar and people will leave garbage on the countertops when they make coffee.

In a sufficiently large office, any sort of system that requires a good Samaritan - breaks down. It needs to be someone's job.
