Laid off on h1b. I have a subrogation of $ 35k from the insurance company because of car accident at my fault. Should I pay it or not?

I believe OP might be wondering that since OP is on H1B and have been laid off, will have 60 days to find a job or leave the country. If OP leaves the country then why pay the $35k owed.

Declare bankruptcy. Leave without paying. Stuff resets in 7 years.

Running away with paying what you owe will for sure come up in you decide to return to the US. And as for the seven year reset, sure, that’s possible. But stuff like this comes up on background checks all the time. Which, if you decide to join a IS company from India, could also be a factor. Bottom line is you need to have integrity and work it out.
Yeah, don’t expect to be able to come back to US if you don’t pay what you owe. Also for that amount, insurance company or bill collector will reach out to any relatives or close contacts they can find. Won’t be a good look for you
