Should I trust HR or I am fooling myself with vague thoughts

I have recently got interviewed at Uber india, after clearing all the rounds, HR said it was a hire on their end. But he is waiting for internal compensation team to give a final approval inorder to release final offer letter. It's been close to one month I have waited and when I asked hr recently, he said there is a headcount issue and he can only go ahead if reqs comes. He also told me they are expected to arrive in 2 weeks. But he also insisting me to look for other opportunities because it will take time. In a worst case it might take upto 6 months he said. Currently, I have one offer letter from a different company. And I did my resignation yesterday. What should I do?
