It’s called 360 degree feedback , which is silly coz it really is 180 degrees. We have that.

at smaller companies 360 degree feedback difficult due to reduced anonymity

May be blind can start one on company channel. That way people can avoid toxic managers and teams

Yes absolutely. Lots of managers actually care and want to improve.
It works this way at Google and Facebook
They don't provide final ratings, but there is input into the rating, and the skip level manager takes it into account
Amazon as well. At annual review time the system automatically requests feedback from everyone who works for me and sends it to my boss
