First step should be to fix the illegal immigration problem. They don’t pay tax, use our tax benefits. H1B holders pay heavy tax it wouldn’t be wise to cap them. They come in with all the right documents.
FYI, the Trump administration attempted an all out plan to curb and nearly shutdown the H1b program until their own Chamber of Commerce stepped in and stopped them calling it, I quote, "Terribly bad policy" US boomers have built generational wealth and generations of Americans simply do not wish to break their heads over STEM jobs. So whose gonna do the job - 1) outsourced workers outside the USA or 2) imported workers 2) brings tax dollars to the government. So short summary H1b is here to stay for the long haul.

An H1B visa country cap would alleviate the green card queue that so many Blinders complain about while restoring balance to tech hiring. Raising minimum salary requirements or restricting consultancy applications could also have a moderating effect.
