Why did they even layoff people from Azure based on posts from July and now 2 months later trying to hire for Azure RAPIDLY for a new silicon group in Portland?

The fresh hires are generally safe because it takes time for you to be productive and all the sign-on, relocation, etc is additional expense to Microsoft if they laid you off.
It's almost like there are many different roles requiring many different skills within Azure.
