There is a background story behind this. Twitter had acquired some company in India. Most of the engineers in India were from that company, and sadly they were not really meeting the bar.
I think that is why they decided to shutdown the office. Afaik, good candidates were given an option to relocate to US.
Someone from Twitter should be able to give more insights about that layoff.

I thought it was part of their larger layoffs where they cut 9% of their workforce.
