I am extremely baffled that Google lowball the offer so much. It took over a year from time of first contact with recruiter till having an offer but they are giving me 635K TC (including sign on). That is even lower than my current comp so it would not make any sense to move now given that they are cutting cost and laying off people. Is this only me or anyone got low ball this much? I know in 2021 they used to give offer at same level at close to 800K TC: 644K

Google doesn't consider the current comp when making an offer. They only care about competing offers.
