Why is the stock market down today? Yesterday, it was understood that Trump had initiated a trade war. Today, he is willing to be less strict. Shouldn’t the market go up?

Simply backing off doesn’t mean that we should see things recovering. His attitude is clear and the markets are responding accordingly.
No one *really* knows why the market is up or down (exceptions are huge surprises, like Brexit, 9/11 etc) . Finance journalists are paid to write believable reasons for market movements. But it's very easy to hypothesize when you don't have to test your hypothesis.
Fake News Look into the put option trades placed before 9/11.
People are selling off on gains from the last few months. There will be a buy-up soon it will start going up again don't worry. It's normal.

No. The market fluctuates randomly. News events have an impact but not necessarily enough to overcome the random fluctuations. The signal to noise ratio is extremely small. Nobody knows why the markets do what they do day to day.
