Simply backing off doesn’t mean that we should see things recovering. His attitude is clear and the markets are responding accordingly.
No one *really* knows why the market is up or down (exceptions are huge surprises, like Brexit, 9/11 etc) . Finance journalists are paid to write believable reasons for market movements. But it's very easy to hypothesize when you don't have to test your hypothesis.

No. The market fluctuates randomly. News events have an impact but not necessarily enough to overcome the random fluctuations. The signal to noise ratio is extremely small. Nobody knows why the markets do what they do day to day.
