I’m also concerned with their debt that is more than their market cap. Won’t refinancing them at higher rates put a huge strain on them?

Yeah looking at their balance, its hard to say without know what they took on the debt for. Guess is that it was to buy land/property for 5G roll out? If it's low interest debt and they can continue to raise prices it should be fine. Also they paid down 7% of their debt from '21 to '22.
Like I said if they don't gain marketshare and earnings I wouldn't buy
Declining EPS is enough of a reason not to, wait for earnings to turn around or stop getting worse
