APM/RPM probably has a lower TC for your YOE, so go for PM if you care more about the money
Easiest route is to lateral internally. External transition is not that easy.
Apply as a SWE and once you are in, learn as much as you can from PMs internally, then do an internal transfer
PM. Remember that your SWE experience is an advantage, not a disadvantage.

APM is a new grad program. Your Swe experience is super valuable and you should probably try to get in at L5.
