What’s the point of screening for job qualifications and skills for h1b if spouse can simply skip that screening and start working. I don’t get how this is logical.

I have no idea what you mean, Intuit. Judging from your other comments you don't believe there should be a country cap on visas. I disagree. If there was a cap at the H1B level there would not be a greencard queue for primarily one country. Country caps ensure a diverse immigrant population.

And up to 18000 additional GCs per year for next 5 years for employment based applications will help a little with the backlog
