It'll be hard to get any significant raises before promotion (pay brackets). Some managers might make up for it with bonus and stock grant (mine did)

Yes, I did the same for one of my guys for 1.5 years, until I could promote him. But be aware it is a rare thing, a lot of extra work for the manager
I was hired near top of band for L5. I got an EE first cycle, and my manager started talking about path to promo shortly after that. You probably won't get many raises till you get promo.
What about refreshers?
Decent but not great. I think part of it is to encourage you to kick butt from the start, since you probably already have the skills to the next level, just need to prove it.

What are your alternatives here? Let’s say this is a better offer and better company than your current one, there is no point of not taking the offer. Otherwise, I would think hard about taking L4 at that TC and YOE
It's a better company and better role (from learning and future growth) perspective but the compensation is equivalent to my current. I work at a no-name unicorn with 220k base and illiquid stock options.
Compensation is not the same if it’s not liquid.
I just had an offer very similar to this (similar yoe, too), and I would have taken it if I didn't have several other better offers to choose from.

I would think the expectations would be independent of the salary, only dependent on the level. At least that's the way it works at FB.
That's good to hear. Although I've been in the field for a while I am relatively inexperienced in the exact product my team is working on so I felt L4 was appropriate as a start. Just wondering if the compensation would create a problem for me
It shouldn’t change performance expectations, but you may see smaller performance bonuses if you’re paid more than higher performers at the same level.
