I noticed that one of my teammates realized that expenses under a certain value get auto-approved. Teammate (sde) expenses every week several hundred dollars worth of books, office equipment (eg expensive fountain pen, leather-bound notebooks etc). Total sum since wfh started is already 7-8k. My manager told me they were not approved but doesn’t know what to do. Would you report it to hr or ignore?

This isn't some case of systemic corruption, harassment, or toxic waste being dumped. It's someone cheating with expense reports. It's not worth pushing this further
Just make sure there is a paper trail. If shit hits the fan you should be able to prove that you had brought this to your managers notice.

Why do you spend time on these? You cannot make everyone right. As long as it does not affect you or your team, concentrate on things that can help you improve

Why does it look like on paper you approved these? If this is really the case, keep a paper trail indicating that you reported it to your manager. That way when this blows up, you are safe!
