"Australian Institute of Strategic Policy, a think tank under the Australian government, published a report that disclosed the details of the CCP’s overseas recruitment of scientific and technological talents and spies." apparently this guy got caught up with the CCP and was paid to steal the tech. He probably got some backing from them.
