Honestly it’s not even that impressive of a resume. He shares no measurable data of his work at any of the companies. No metrics or anything. He must have killed the interview.
Judging from the amount of messages and interview requests I get on linkedin, which has nothing more than my previous companies, titles, and years I worked there, I'm convinced that resumes aren't important since a recruiter will make a decision to give you a screening interview based on where you've worked, and once you pass the screening interview nobody cares what's on your resume.
I'm convinced nobody reads them or they spend less than 5 seconds scanning them. I've had mine clearly misread Many times, so many times lol. I had a hiring manager straight up tell me he didn't read my resume during the interview.

In 2021 anyone with two wits and "python experience" would get an interview. With that said the guy must be good at leetcode so kudos to him
Honestly, if I would see a resume with someone jumping ship every year, I'd not want to invest time & money hiring/training/onboarding them

Resumes don’t get you a job. Maybe an interview but that’s it.
Yeah, resume gets you a phone screen and occasionally influences which interview questions your interviewers ask in subsequent rounds.
