You are fully incorrect. The civil rights act is a legal framework that prevents discrimination in hiring diversity. DEI is more about the culture you create as part of hiring diversity. A company can hire people of diversity, but then treat them horribly to force them to leave. DEI is about creating and maintaining an environment such that the diverse hires stay.
