The fact that TikTok was forced to choose Oracle as a partner is telling. Oracle has been a close data center partner for the NSA, and the NSA has very deep insight into everything that's running on TikTok. What's really going on here is that lawmakers are drumming up drama on a TikTok ban. This forces TikTok to do whatever they need to do to satisfy lawmakers. It doesn’t matter what US company TikTok had to use, they still got caught sending US user data back to Chinese servers despite claiming it was completely isolated. Typical Chinese “oops it was an accident we fixed it” when they get caught. THAT is why banning TikTok is up for discussion again. There’s a reason this is a bipartisan effort.
TikTok operates with Chinese culture. Do whatever it wants until getting caught, apologize, pay a fine or bribe an official, then make sure they don't get caught again.
It should be banned just on the basis that all US techs are banned in China and chinese copies are run. Reciprocity brings fairness.

Not really, the government routinely picks the option it's most comfortable with/has the most trust in. A short look at military history and contracts during and after the Cold War will highlight this. It's no secret that Oracle is an instrument of the Department of Defense and NSA.
You can bet that there’s lobbying and politics involved in the bidding process. I think Amazon sued the Pentagon for choosing Azure for this reason. In the case of Oracle and TikTok, Larry Ellison supported Trump and Republicans. So the deal came out of nowhere, I don’t even recall AWS or Azure being considered.

Microsoft was definitely being considered. Separately, don’t think we’ll get shut down but with Republicans taking over the House and if they also take presidency, I bet we’ll be forced to sell.

I personally don’t think there’s anything we could do to satisfy anything. However, we’re also making missteps that continue to support people’s concerns on trust.
