Transition from BU to BU

Wanted a group change. Other team manager agrees to hire. And HR policies regarding timelines met. But current management is blocking the transition. Apparently both Business Unit’s GMs should agree. Should i email both GMs requesting approval? Should i quit and rejoin broadcom to get into the other team? Any suggestions please?
