It's not. The assumption is that if Costco up for these Chinese companies in the way of tariffs oh, that they will pass them on to the American consumer in higher prices. The fallacy of that argument lies in the fact that if they could charge the American consumer more, they would already have done so.
They will still pass it at least partially. But demand will reduce too.

I went to the store and I had a choice of 10 different things all made in China. How is a tax going to get me to buy from the US? The decision is made by companies not consumers.
