Thereโs no way there are 10 managers for each IC. I havenโt checked but Iโd guess the company could be around 30% IC SWEs, with a manager, a TPM and a PM per 10 swe and the rest being legal, sales, marketing and G&A which is normal for company of twitters size and complexity.
You're probably ignoring the senior SDEs who may not be doing anything. Plus the managers of managers, in addition to all the product people.

To be fair, Twitter has ONE product, which came out in 2006. They are the least innovative tech company out there, and massively overstaffed. Going private and cutting staff will be the best thing to ever happen to Twitter. (Not the employees of course)
