Twitter is fairly risky and future uncertain. So layoffs might happen in future also their stock is a dud at this point with all the drama. Amazon as always is amazon but the pip process is little difficult in Germany. Berlin as a place is not that expensive though compared to Frankfurt or Munich but is also tad bit shabby in certain areas. Even though Amazon is backloaded they will give enough JB to cover for it. The cash anyday is better than shitter stocks. And if its the network engineering team in twitter dublin RUN. They are EX amazon EMs from Aws dublin

I thought pip is forbidden under German labour or employment law. As long as one didn‘t do shitty or criminal stuffs then he/she should be in safe side. I took twitter, since it‘s about below senior level position which means your friend may still hoop and look for a better opportunity until reach a certain level, twitter is a better choice. One might still have a better chance to join amazon someday at level 6 or above.

Twitter right now is very risky to join given the layoffs a few days ago. AWS has terrible WLB, but if it is in Europe, idk if it would be that big of an issue or not. Pip issue is also there but I don't think it's as bad as it is portrayed in blind, I've been at Amazon for a while and it's pretty good till now.

I turned down an Amazon offer and joined Twitter few years ago. Today, I’d choose Amazon. Twitter is very risky right now.
If your friend speaks English they may feel more comfortable in Dublin since you mentioned they don't speak German. There is a slight risk in moving to Twitter with the Musk drama going on. My guess is both patties will settle on Musk buying the company at a lower price but there will be more layoffs. Amazon is more stable and even with the PiP process only 5-8% are affected.
