Is there any downside in starting on a date later than IPO due H1B transfer delays or whatsoever with an offer signed months before? Or IPO shouldn’t impact the overall outcome. I don’t understand how this fully works

When did you get the offer? If it was before this month, you must have given the number of RSU’s. When they vest after for the first time after one year of employment, you will be eligible to convert those RSU’s to $ based on stock price at that time.
Ask recruiter, your number of RSU may be decided by IPO price
