There is no customer support no. to call and email responses from reps are super slow. The hacker changed my sign in details, so reps can't identify my account and fraudulent charges. Can't change the sign in details back because Uber created new account for me with my original phone no. which made the no. unavailable to switch back into. So, what to do?
Have them close the account and sign up again with your credentials.
If the account is closed, can I get refund for all fraudulent charges? Thought it might destroy the evidence.

Block your card first. Then email support@uber.com with your account details.
Done. Somehow they can't locate my account.
It may be because my original account's email and phone have been changed by the hacker.. When I tried signing in with my phone, it created brand new acct. Support seems to think that this is the account I emailed about.
