I read their description and understand why competitive programming is required. Pretty cool though even I am not qualified for lol
Uber can hire whomsoever they want to - whether it be competitive programmers or HR as software engineers in the mentioned team. Not sure what your problem is
From the job description it makes sense why strong algo background would be required. I’m surprised they’re not hiring PhDs with focus on route optimization problems. What I don’t get is why a full stack developer has to go through leetcode when the skill set required is totally different.
Uber probably has PhD research scientists working on these problems. IMO, SE2 is like an RA for them, to iterate quickly and implement what these scientists recommend. It does say Advanced degree preferred, so there might be scope to grow into a scientist position. Why these companies hire people smarter than what's needed - to keep existing employees on their toes :)

No managers want people who will innovate and execute and make them look good
Why not? This job looks very interesting - solving route optimization problems. An average full stack web developer most likely won't cut it.
