Unable to land a job due to me following up often with the concerned and also reaching to higher ups

Hi All, It's been 2 years that I do not have a proper job or rather a job that keeps my brain ticking. My present role is that of a product manager wherein our product (which is a web portal) is being built by an outsourced 3rd party company. so my role here is basically liasoning with the 3rd party company and our internal stakeholders and being the point of communication between the two. So yes I'm not a "Product head", I'm just overseeing that the various aspects of the business are taken care of, be it the tech aspect, the legal aspect, liasoning with marketing etc. I have been in Sales, Revenue and Account Management roles for the past 14 years. I was with another company in the year 2012, and was with them for 6 years and all i can say is that i was a grear performer, a brilliant colleague and always wanted to be the person to take on additional responsibility. That company is infact a part of a larger company who has 4 to 5 companies under their belt. Those 6 years were the best ones in my life and hence I keep trying to apply for the same company and I've been doing so for past 2 years. then I go onto LinkedIn try find the VP, or Director in the same department so I could ask them for an interview and maybe push my resume to the hiring manager. I have done interviews with 3 of them. but after 3rd or 4th round they rejected me. Now they don't call me for any of the interviews citing that I speak to the higher ups. Isn't speaking to higher ups or looking or hunting for the decision maker a part of sales / account management? I find it strange that I've been given the boot. Its like when a client isnt responding to your emails or calls the next thing as an Account Manager you would try to comtact his / her boss after 1 to 2 weeks of silence if no response is received. And my immediate boss would obviously ask me if I got in touch with any senior person . My question is why during an interview or a job posting period when I reach out to someone senior and follow up with them every 1 week to 10 days, why is this considered bad and taken in bitter taste but if I joined the company by immediate boss would surely question if I spoke to anyone senior had I not heard back from our client point of contact ?
