I completed a full loop for a Google Data Scientist role last year. The recruiter came back with a feedback recently saying that I did well, but the team had decided to move on with another candidate. He said that all hope is not lost and he is talking to other teams and I might just have a hiring manager round if it comes to that. He also emphasized that my feedback is valid for a year. I have seen a lot of posts here about Google Feedback with feedback like (Strong Hire, Leans Hire, Hire, ...) and so on. In my case nothing like that was said. He emphasized that the feedback was strong from everyone. Has anyone had an experience with a feedback like this? Is this just a polite way of saying that I didn't make the cut?

This isn't true in OP's case, don't spread misinformation.
I'm not sure where the confusion is, but this means that the team would have been inclined to make a hire if the other candidate had not crossed the finish line first. You aren't interviewing in perfectly parallel time frames. Hiring committee meets irregularly for certain job roles, and much more often for SWE, so job family also matters. If you only need a HM match, it's a "yes" if another HM wants you. HOWEVER, it's unlikely the recruiter will do the leg work for you. Find other reqs, ask for HM conversations. I've hired people at Google who were similarly proactive after a positive HC outcome with no HM selection.
For context, I sat Hiring Committee for 4 years as a Director, and some of the nonsense in this thread is just ridiculous. People's guesses are phrased like facts. OP, do yourself a favor and don't ask a bunch of people on Blind (who could never pass the Google interview) if you passed or not. The recruiter told you the truth at face value. There isn't ambiguity there. Feedback was strong, you just need a HM who has an open role now. If you didn't pass, it's a "so sorry, you didn't make it" and everyone moves on.
Understood, and yes he did mention that I could send him reqs as well. Thanks for taking the time to reply to my post/query. I'll look at the careers site and try to send the recruiter some reqs. As is the case with the market right now, I wasn't sure what to take as feedback.

Google is the dumbest company when it comes to feedback. They didn't tell me anything. I assume the real answer is always that you had a lower tech score than someone else

It means that you have cleared the interview. And while team matching, the Team decided to move with other candidate. And when the recruiter will find any other team for you, they will arrange the call with you and both (you and your team manager) agree, you will join that team.
I faced this as well where the role I interviewed for was given to another candidate. My feedback from the recruiter was similar in that I did well. I was approached about another opportunity within the same week by the same recruiter and landed that role. ( it did take 2 addl months) My advice is to stay in sync with that recruiter. Your diligence will pay off!

OP did pass. Have you ever failed a Google interview? It's a phone call "you were close, but .." not "you will only need a HM call".
I did fail, my feedback was very similar to his
