What meltdown?
Funny thing is I feel although they are at fault but USCIS can avoid this who situation by generating unique id based on passport ssn whatever to only pick one person no matter multiple entries rather than analyzing every application case by case basis and turning everyone against each other.
In India you can generate a new identity with new name new passport everything for very little bribe to the right people. What USCIS should really use is biometrics and have super severe consequences for fraud.
Still it's much better than what we have currently

I think the thing is once a lot of people started doing this, to have a fair chance at a H1, you had to do it too. So, even people who thought it was unethical probably are going to get caught up in this. It's unfortunate but I'm glad they're fixing it. (Not an H1B applicant, but just imagining this is the case.)

Lying about multiple jobs/employers, which they definitely don't have
Submitting multiple entries to the lottery without multiple genuine jobs to increase their chances of selection. Has been sadly very common for the last few years, but crackdown only started this year.
