If VTSAX, buy directly on Vanguard? Vanguard UI used to suck real bad when I used it a few years ago. Don't want to open an account there if there's a better alternative. Goal: a safe place to park money, with decent returns.

There's nothing safe about any of these unless you can commit to not touching the money for at least a decade (longer is better). Don't invest in stocks unless you're sure that you can tolerate 50%+ drops and 10+ years to recover. (That has happened before, and will happen again.) Regarding your choices, I'd go with VTI because it's more diversified than VOO and more flexible than VTSAX (e.g. easy to buy at any broker, usually without any fees). VT would be even better.
VTI + VEA + VWO > VT
Sure, small benefit assuming you're in taxable and want to put in the extra work. But why not VTI+VEU?

You cannot go wrong if you buy and hold a total market stock index fund at any of the top investment companies. I personally like Vanguard and find their UI sufficient for what I want to do - which is buy whenever I have some money.
With ETFs (instead of mutual funds), you can usually buy them at any brokerage. So choosing a brokerage and choosing investments can be independent decisions. Brokerages (for retail investors) are pretty commoditized these days so the choice is not very consequential. Pick whatever you already have an account with for convenience, or optimize for sign-up bonuses, customer service, UX. Fees/discounts can make a small difference too but probably only once you're a bigger/more active investor.
