They've been saying that for ages. Just ignore what you hear in the news. I used to work at Vanguard as a Developer (as an intern).

They're making an educated guess based on traditional statistical approaches & experience. They have no worries about losing customers because they have an established brand and will be able to push people towards other products they offer. Most of my leaders there that I spoke with during that internship were all invested in Index funds bc they said it's cheaper to own and hard to beat. Now they also had other stuff like mutual fund here or there and ETFs and many had Crypto holdings
Vanguard CEO is a moron. He's driving the company into the ground with poor customer service and long wait times and age old website and pushing for more active investment or managed investment options. It is no longer the company that Mr. Bogle once built, sadly. Buckley may be right, he may be wrong.. going my bogle's "no body knows nothing" philosophy. For the record, this was his forecast in 2020.

He’s running a company that gets more investments when people are fearful and dumps money into ETFs. He should always predict low returns. It’s the same way gold selling agents always predicts crash.
