Got a verbal offer from X but they won’t send official letter unless I agree to sign. How can I negotiate with Y and Z without proof of X’s numbers? Will recruiters still believe me?
Yes, you can tell your other recruiters what your others offers look like (if you think that will help your position). Most won’t demand proof, though some might if your putative competes don’t “sound” right.

For me, Google requests written offer / email proof otherwise won't compete
Not sure if it's isolated cases

Google did the same for me when they felt like my compete was higher than they expected; the first time around they didn’t though. Other companies just took my word for it...
